In conclusion I respectfully beg to submit that the responsibility for the above described condition of Victoria College and the waste of money connected with it does not rest with me as, until quite lately, by authority as Head of the Education Department with respect to that one Government School was not allowed to extend beyond an annual examination into the nominal attainments of its scholars.
